Cypriot President Nikos Christodoulides will meet German Chancellor Friedrich Merz in Berlin on November 14 with Cyprus's EU Council presidency central to the agenda. Cyprus will assume the six-month presidency on January 1, 2026, and will emphasize EU defense, border management, and promotion of enlargement, including the Western Balkans. Defense, EU competitiveness and the EU multiannual financial framework are expected to top the meeting agenda. Nineteen EU leaders wrote to the European Council president urging simplification of legal regulations to strengthen competitiveness. The meeting will emphasize strengthening member-state cooperation, developing the European defense industry, the SAFE program, and Turkey's potential role in the new security architecture.
