The structures combine rescue infrastructure with public amenities such as planetariums, research facilities, viewing terraces, and overnight accommodation. Concentric rings and serrated concrete walls echo ancient fortress layouts and mirror ridgelines. A composite material blends concrete with glass inclusions, shifting from solid base to translucent upper layers.
