Originally budgeted at £2.6 million in 2019, costs have ballooned to approximately £39 million. The council is funding the project using capital receipts from building sales, with allocations increasing from £4 million to £12 million in the current financial year. The finance and procurement component was deployed to 917 users in January following previous timeline revisions.
