Assembly Bill 90 sought to establish secure overnight parking programs and designated bathroom and shower facilities for homeless students across California's 73 community college districts. The measure targeted students living in cars and RVs who face high housing costs that impede educational progress. A 2023 survey found one in four community college students reported experiencing homelessness, up from 19% in 2019; 9% self-identified as homeless and 15% reported precarious living conditions such as couch-surfing. Assemblymember Corey A. Jackson described the safe parking program as a "last resort" when no shelter or voucher options exist. The bill was held under submission by the Senate Appropriations Committee and faces opposition from some districts.
