France opposes the proposed EU-Mercosur free-trade agreement unless three conditions are met: robust and effective safeguard clauses, equal production standards faced by EU farmers, and establishment of import controls including inspections. France will not accept the agreement until assurances on those points are obtained. European Parliament votes on farmer safeguards are imminent and EU member states will vote between December 16 and 19. The pact would create a 722 million-person common market, boost EU exports of cars, machinery and wine, and increase Mercosur exports of beef, poultry, sugar and honey, raising farmer concerns about unfair competition.
