To get access, you'll need to either wishlist the game prior to May 9 for a chance to play, or grab one of the thousands of beta codes given out by the team during the weekend.
This beta just so happens to be a few days prior to the original release date of May 15, which was pushed back due to a delay so the team at Funcom could 'cook' a little and make sure everything is polished and ready for the full release.
Players will be able to access the first two regions, which if thoroughly explored should make up the first 20-ish hours of the game.
