Norway's Prime Minister Jonas Gahr Store declared Oslo extremely skeptical about easing sanctions and stated no pressure should be removed from Russia's energy sector. Canadian Prime Minister Mark Carney affirmed Canada's commitment to maintaining sanctions, including restrictions on the shadow fleet of aging tankers Russia uses to transport oil in violation of sanctions.
