Germany's 16 states are in dispute over summer school holidays, with Bavaria and Baden-Wurttemberg accused of monopolizing the best time slots. These states prefer a holiday period from late July to mid-September, while the other states follow a rotation system introduced in 1964 to ease congestion during peak travel times. Despite changes in agricultural needs, southern states insist on keeping their holiday schedule, sparking backlash from others, particularly North Rhine-Westphalia's education minister, who opposes the privilege of the southern states.
The southernmost states enjoy a fixed holiday period every year, typically from around the end of July or beginning of August until mid-September, the last possible and most favoured holiday slot.
The rotation system was introduced in 1964 to help reduce holiday congestion on road and rail and at airports, as well as to ensure the domestic tourism industry can benefit from as long a season as possible.
Though state officials admit that the need for children to help with the harvest hardly applies any more, they remain adamant about keeping their holiday timing unchanged.
