One officer deployed a stun gun and another discharged her service weapon, striking Fray in the chest. His father, Kevin Fray, disputed the NYPD account and requested a probe. Pursuant to Executive Law 70-b, the OSI assesses incidents where an officer may have caused a death and proceeds to a full investigation if indicated.
