Downing served 17 years with the New York State Police, worked as a counselor at the State Police Academy, earned cross-designation as an FBI Agent, and led investigators at the Queens District Attorney's Office. He provided dignitary protection for multiple governors, a cardinal, and senators, coordinated security for the New York Jets, and later accepted a position with the NBA.
