President Trump hosted a White House roundtable where attendees urged him to designate antifa as a foreign terrorist organization. Trump asked whether participants wanted that and offered to carry it out, directing Secretary of State Marco Rubio to address it. Trump previously issued an executive order labeling antifa a domestic terrorist organization, but that order lacks a clear legal mechanism because federal law does not provide for designating domestic groups. The State Department can designate foreign terrorist organizations, a move that carries enforceable legal consequences. Legal experts warn such a designation would cascade through social media, civic organizations and other civil-society actors. The Justice Department previously did not present evidence of a centralized leadership or funding network for antifa.
