Behind closed doors, Mahan joined 40 stakeholders for a recovery roundtable led by the Palisades Recovery Coalition. The meeting revealed systemic failures in California's wildfire recovery model, with insurance emerging as the dominant issue. The insurance market is retreating, with nonrenewals, cancellations surging, and premium increases exceeding 90% becoming common.
