Bid-rigging is identified as one of the most difficult forms of fraud to detect and deter. Public procurement and taxpayer-funded projects face inflated costs when collusion occurs. Strengthened enforcement powers and higher detection risk are necessary to protect public funds and restore competitive bidding.
