Felipe Hoyos Foronda has been indicted on charges including manslaughter after allegedly performing unauthorized cosmetic surgery resulting in the death of 31-year-old Maria Penaloza. During an unlicensed procedure on March 28 to remove buttock implants, Penaloza suffered cardiac arrest and lapsed into a coma, eventually passing away on April 11. Authorities apprehended Hoyos Foronda at JFK Airport as he attempted to flee the country. The case sheds light on the dangerous landscape of unlicensed medical practices and the tragic outcomes that can result from such actions.
"This defendant provided an unlicensed medical treatment at a makeshift home clinic in Astoria that led to a 31-year-old woman's death," DA Katz said.
Hoyos Foronda attempted to flee the country but was apprehended at JFK Airport while trying to board a flight to Florida and then Colombia.
Emergency responders found Penaloza unconscious in a medical chair after she suffered cardiac arrest during the procedure involving injections of lidocaine and saline.
A search of his residence uncovered medical equipment, syringes, injectables, and a binder listing client names, underscoring the severity of his actions.
