The funds have been withheld since October by the Trump administration's Department of Transportation, which cited a need to review the MTA's contracting practices regarding minority- and women-owned businesses and compliance with diversity, equity, and inclusion rules. The $7 billion project aims to extend the Q line from 96th Street to 125th Street, with approximately $3.4 billion of the $6.9 billion project expected from federal sources. MTA Chair Janno Lieber announced the legal action during a City Council budget hearing, stating the agency intends to recover all promised funding through court action if necessary.
