"City housing staff indicate a publicly funded ADU program may not effectively aid low-income households or achieve affordability goals, suggesting a focused pilot instead."
"The staff memo highlights the disparity between the needs of low-income households, which prioritize tax relief and repairs, and the intent of ADU programs aimed at them."
City housing officials acknowledge that a proposed publicly-funded program for building accessory dwelling units (ADUs) is unlikely to meet affordability goals for at-risk households. Interim Housing Director Mandy DeMayo suggested in a recent memo that the city focus on a smaller pilot program for moderate-income homeowners, contingent on funding of about $1.5 million. Previous city council resolutions have continually aimed at facilitating ADU construction, but analysis shows low-income families tend to prioritize tax relief and home repairs rather than additional dwelling units, making them less likely to benefit from such programs.
