The District of Columbia Council approved the RFK Stadium Project in an 11-2 vote, enabling the Washington Commanders to return to RFK Stadium after more than three decades. Commanders president Mark Clouse raised concerns about last-minute amendments, including one proposing a $10 million annual penalty for missing the housing timeline. That amendment was one of 12 considered and was rejected. Mayor Muriel Bowser urged caution against penalties that could jeopardize the District's ability to finalize the deal.
