The NFL will consider using video review for missed player-safety penalties that are currently non-reviewable. Potentially reviewable infractions include face-mask penalties, unnecessary roughness, roughing the passer and hip-drop tackles. The competition committee will evaluate the proposal during the offseason. Face-mask penalties have been among the most frequently missed calls by officials. The league issued 30 fines for hip-drop tackles while officials threw only two flags for that hit, with one flag later deemed incorrect. Kickoff concussions rose to 35 from eight after touchbacks were moved to the 35-yard line, coinciding with 1,157 more returns, though overall head-injury rates remain lower than before the kickoff rule change.
