The event featured boos, jeers, applause, and musical testimony as opponents warned the project could dim Broadway by siphoning audiences and revenue. Supporters said the development would bring jobs, tourism, and safer streets. The plan from SL Green Realty, Caesars Entertainment, and Roc Nation would include a 150,000-square-foot gaming floor, 992 hotel rooms, The 40/40 Club Caesars Sportsbook, celebrity-chef restaurants, a wellness retreat, and a renovated Broadway theater. Developers pledged over $80 million in private security, 24-hour NYPD coordination, arts investments including a Civil Rights Museum, support for small theaters, and a $250 million community benefits fund. More than 500 signed up to speak and nearly 200 addressed the committee, with the majority opposing the proposal.
