The city released an official request for proposals and invited six developers to submit plans by Dec. 15. The plan requires at least 345 units for households earning 15% to 80% of area median income, with single-person income ranges from $19,590 to $104,480. Developers must replace all 556 existing public parking spaces. Sites are within walking and cycling distance of Caltrain and El Camino Real. Proposals will be evaluated on development concept, team experience and financial capacity, community benefits and engagement plan, and the quality of long-term property management, with continued public feedback playing a role in the selection process.
