The Board advanced legislation to impose a lifetime ban after two terms for members of the Board of Supervisors and for mayors, excluding other elected offices. The change would amend the City Charter, which currently bars supervisors from serving more than two consecutive terms. Historically only Aaron Peskin served two terms, waited four years, and won again; no mayor has attempted a return. Supporters, including Sup. Bilal Mahmood, frame the measure as closing a term-limits loophole and expanding opportunities for younger candidates, though the change would not apply to School Board or Community College Board positions. The charter requires a California law license and five years of State Bar membership for DA and city attorney, and incumbency and mayoral appointments have recently advantaged candidates for those offices.
