""In order to receive our permits, we also have to sign up to receive services like shelter or housing," he said. "The cost of living is really high. San Francisco will require RVs to move every two hours beginning Nov. 1 under a new parking enforcement policy, with ticketing or towing for noncompliance. The city began issuing six-month permits that exempt qualifying RV residents from the two-hour limit; 270 permits have been issued so far. Permit holders must affix a blue sticker, agree to participate in case management, and connect with housing services. Eligibility requires living in the vehicle as of May 31, 2025, and permits can be extended if housing is not available. The city offers vouchers, non-congregate shelter beds, and permanent supportive housing to single adults with permits. Many permit recipients have been offered temporary shelter instead.
