Utilities lack sufficient grid and generating capacity to support rapid expansion needed by major tech companies pursuing AI infrastructure. The U.S. has not rapidly expanded electricity generation in decades, creating a significant bottleneck. Companies are shifting strategy to focus on existing projects rather than continuously adding new ones. While 241 gigawatts of data center capacity remained in the pipeline at year-end 2025, only one-third of projects are actively under development. Revenue potential and investment justification for data center expansion present additional risks as hyperscalers compete to build AI infrastructure.
