Stephen Cottrell allowed priest David Tudor to remain in ministry during his oversight from 2010 despite Tudor’s history of sexual abuse. Tudor was barred for life in 2024 after acknowledging sexual relationships with two teenage girls, aged 15 and 16, in the 1980s. Tudor had been suspended for five years in 1988 after admitting sex with a 16-year-old pupil and returned to church work in 1994. Records show Cottrell renewed Tudor’s contract as area dean twice and was aware Tudor was banned from being alone with children and had paid £10,000 compensation. A church-appointed tribunal judge found mistakes but said the misconduct threshold was not met and that Cottrell lacked power to remove Tudor; Cottrell said he regretted some choices and had lessons to learn.
