We do think it is possible to have a stronger framework that is set out around the way in which international law should be interpreted.
Of course, there are often other obstacles that are put in the way of different kinds of returns and removals, but that's why we're working so hard to seek to remove those.
I do believe it is possible to change the way in which Article 8 is being interpreted.
It's supposed to be balanced against other issues.
