Emma Corlett will step down and not stand again, accusing Conservatives and Labour of shutting down debate. Maxine Webb intends to contest Corlett's seat for the Green Party. Conservative Ed Connolly resigned immediately to force a by-election but will not be a candidate. The council leader warned by-elections waste public funds.
