A Texas company, Sable Offshore Corp., seeks to restart offshore drilling and revive three rigs off the Santa Barbara County coast. Federal pipeline regulator PHMSA approved Sable's restart plan and attempted to assert federal oversight of the onshore pipelines connecting offshore platforms to a Goleta processing plant. California filed a petition in the U.S. Court of Appeals for the Ninth Circuit challenging PHMSA's actions as an unlawful usurpation of jurisdiction and as violations of the Administrative Procedure Act. State agencies asked the court to overturn PHMSA's decisions amid concerns about coastal oil spills and public health risks.
