Russia has made incursions into the airspace of several NATO allies, most recently Estonia. Strong action is needed to pressure Vladimir Putin to end the conflict immediately. A clear message must be sent that Putin is finished and cannot continue aggression. President Trump imposed tariffs on India for buying Russian oil but has not taken further punitive measures despite repeated threats. Trump has suggested he would act only after European allies cut off Russian oil revenues, including by putting tariffs on China. Backers of Ukraine in Congress and in Europe are frustrated that expressed disappointment has not become concrete action.
