As many as 18 sanctioned oil-laden ships, including eight Very Large Cargo Carrier-type vessels like Skipper, are in Venezuelan waters and can carry nearly 2 million barrels each. About 11 million barrels sit in 39 tankers in Venezuelan waters. The administration prefers to wait for ships to move to obtain warrants but may seek warrants to seize ships in Venezuelan waters, while expanding SDN sanctions against vessels and individuals.
