The US President said major sanctions on Russia will be imposed only when all NATO members agree and stop buying Russian oil. CREA reported Turkey bought 6% of Russian crude in August, Hungary and Slovakia continue purchases, and the EU purchases about 6% of crude. The President proposed NATO impose 50–100% tariffs on China, to be withdrawn after the Russia–Ukraine war, arguing China exerts control over Russia and tariffs would break that grip. He said NATO commitment has been far less than 100% and continued oil purchases weaken members' negotiating and bargaining power.
