Trump dispatched Homan to Minnesota to report directly to the president, a move seen as effectively benching DHS Secretary Kristi Noem amid criticism of her remarks after the fatal shooting of 37-year-old Alex Pretti by Border Patrol agents. Trump also said crime is way down but wants to make it better.
