The president does not directly determine how much money any city receives from the federal government; appropriation is the constitutional function of Congress."

Constitutional appropriation of federal funds resides with Congress, and impoundment of funds is prohibited by law, creating legal contention over any withholding. The White House has already clashed with New York over congestion pricing, withheld $18bn for a tunnel project, and rescinded about $34m in counterterrorism funding before a judge ordered reversal.
