USCIS is increasing scrutiny of citizenship applicants by reverting to the 2020 civics exam and issuing new guidance on English proficiency and good moral character. The agency has referred multiple previously approved naturalizations for denaturalization to the Department of Justice and expects additional referrals. Naturalizations rose to more than 818,000 in fiscal 2024, up from 625,000 in 2020. Plans include moving toward a standardized pretest at testing centers and adding essay questions to assess attachment to the Constitution. The agency views the current civics test as too easy and hopes to enact changes within about a year.
