Washington is negotiating with Havana's highest leaders to strike a deal as Cuba faces acute economic collapse following loss of Venezuelan support. The US president said Cuba lacks money and oil and suggested a deal could avert a humanitarian crisis. The administration has increased pressure after Venezuela’s leader, Nicolas Maduro, was ousted, and has threatened additional tariffs on countries selling oil to Cuba. Long petrol queues and power cuts have intensified on the island. The president and Secretary of State Marco Rubio have signalled they seek regime change and warned Havana to reach a deal or face unspecified consequences.
