The Protection from Sex-Based Harassment in Public Act passed two years ago but remains unenforced because statutory guidance has been delayed. New analysis estimates almost 1.5 million young women aged 16 to 24 have faced harassment since the act passed. One in four young women reported harassment in the year to March 2023, and half of girls say public sexual harassment has worsened, with higher rates among 18-to-21-year-olds. Marginalised groups are disproportionately affected. Campaigners urge immediate guidance and preventative education.
