He laid a wreath and two stones brought from Jerusalem at a makeshift memorial pavilion near the attack site. Herzog said the stones will remain to remember victims and that people of all faiths and nations "will continue to hold strong in the face of terror, violence and hatred, and that we shall overcome this evil together." He said he was "shaken to the core," expressed solidarity, and sought to strengthen bilateral relations. Tight security accompanied the visit, which also included stops in Melbourne and Canberra.
