President Ferdinand Marcos Jr suspended government work and schools in the capital and 29 northern Luzon provinces. Forecasts show Ragasa moving west across the South China Sea before approaching the Chinese mainland. Chinese authorities activated flood controls and planned mass evacuations in Shenzhen and other southern provinces.
