Fifteen years ago Julio Lozano Pirateque (alias Patricia) was arrested in Panama, accused of trafficking over 900 tons of cocaine and laundering billions. After extradition and a six-year sentence he receded from public view until President Gustavo Petro accused him of leading a criminal organization allegedly plotting to assassinate him. The president named the group the New Drug Trafficking Board (NJN), which extends influence into emeralds, soccer, and private security, with part of its leadership reportedly living in Madrid. A secret Colombian intelligence dossier describes the NJN as an heir to Colombia's largest former cartel, operating in Dubai, Mexico, Turkey, and Spain, and labels its leaders 'invisible narcos' who present as executives.
