Officials aim to develop all branches of the armed forces and increase preparedness and efficiency. Major challenges include changing the mentality of armed groups, vetting large numbers of recruits, deciding on equipment suppliers such as Russia, integrating forces from southern Syria and the Kurdish-led SDF, and building trust among the country's many minority communities.
