In the video, Moreno pushes Norona multiple times and hits him in the neck. Norona responds by pushing back, as another individual tried to come in between the politicians, only for Moreno to toss him to the ground.
Moreno took to X and accused Norona of starting the fight. He was the one who started the attack; he did it because he couldn't silence us with arguments, Moreno wrote. Moreno claimed the Senate president made the first physical contact, and he did so out of cowardice. That cowardice provoked what came next. Let it be clear: the first physical aggression came from Norona. He threw the first shove, and he did it out of cowardice. Morena broke the Chamber's agreement, and Norona was exposed in his baseness, the lawmaker wrote.
