Imtiaz Gul, executive director of the Islamabad-based Center for Research and Security Studies, stated, "I think an all-out war between India and Pakistan is not possible. The nuclear capability of both countries serves as a big deterrent to a full-fledged confrontation."
Following the Pahalgam attack, New Delhi has taken significant actions, including severing nearly all diplomatic ties and suspending the 1960 Indus Waters Treaty, governing water sharing.
