High-ranking officials including Ali Larijani, Iran's top national security adviser and a vocal critic of Western values, have family members residing in the US, Britain, and Canada. Larijani played a key role in the deadly crackdown against opposition protests in January, resulting in tens of thousands of deaths. Public anger intensified after these protests, with citizens frustrated that regime officials' children receive dollar stipends for Western education at state expense. An IRGC commander estimated approximately 4,000 children and relatives of regime officials live in Western countries as of 2024.
