Most federal civil servants see their jobs as a calling to serve agencies, uphold democracy, and serve the public. During Trump's first term (2017–21), many career employees experienced turbulence that tested their commitment; over a quarter of those interviewed ultimately left the federal government. Since the start of a later term, the administration pursued a broader overhaul that fired or targeted more than 50,000 workers, shuttered agencies, and removed large shares of staff from AmeriCorps and the Consumer Financial Protection Bureau. Another 154,000 accepted buyouts framed as deferred resignations. Attacks on civil servants' loyalty and punishment of dissent remain ongoing.
