Decision on Manchester-London 'ghost train' was uninformed, regulator admits
The ORR admitted missing critical facts when banning passengers from a peak Manchester–London service, acknowledging the initial decision may have been incorrect.
ORR reversed its ban and will allow passengers on the 07:00 Avanti West Coast Manchester Piccadilly–London service; four other services will run without passengers.
