Jennifer Farrell searched repeatedly for her homeless 59-year-old brother, who has schizophrenia and meth use and has been intermittently homeless since 2017. Her brother briefly moved into a converted hotel in Oakland after enrolling in CARE Court but fled after five months and disappeared. Farrell reports little or no lasting progress nearly a year after enrollment and fears the situation may have worsened. Gov. Gavin Newsom introduced CARE Court in 2022 to help people with serious mental illnesses off the streets.
