A white van breached guardrails along the Santa Cruz Wharf and plunged into roughly 30-foot-deep ocean water Sunday morning. Responders from Scotts Valley, Santa Cruz Fire Department, US Coast Guard, Santa Cruz Police, Harbor Patrol and Central Fire arrived after a 9:44 a.m. call and faced reduced visibility and 8–12-foot surf. The van was located upside down with all windows initially intact; divers shattered windows and extracted an unconscious 65-year-old occupant identified as William Westerman, who was later pronounced dead at the hospital. Thirteen lifeguards searched for additional occupants beyond the survivability window. A dog found near the submerged vehicle was taken for treatment. Tow crews and divers salvaged the van after about an hour.
