San Francisco Bay water quality regulators approved a $734,000 settlement with C&H Sugar after the Crockett wastewater plant emitted a putrid odor for more than a month following an equipment failure. Regulators found C&H lacked a sufficient contingency plan for unusually warm conditions and discharged wastewater that failed agency standards. C&H responded 209 days late to reporting requirements and omitted key information about equipment maintenance and power-outage prevention. C&H owns most of the plant and shares it with the Crockett Community Services District. The board allocated $360,000 to a Cleanup and Abatement Account and $374,000 to Carquinez Waterfront projects; the settlement opened for 30 days of public comment on Oct. 3.
