The government will exempt developments under 2,000 sq m from Biodiversity Net Gain requirements, removing the obligation to compensate for nature loss on many small housing sites. The exemption is expected to apply to about 12,500 homes a year. The planning overhaul aims to support a target of 1.5 million new homes and includes a default approval approach for applications near railway stations and mandates nature-friendly features such as swift bricks in new builds. Conservation groups warn the change risks hollowing out key nature protections and describe the move as damage limitation rather than positive leadership.
