Verfassungsschutz traditionally monitors politically and religiously motivated extremism while now also prioritizing hybrid threats that emerged after Russia's invasion of Ukraine. Hybrid threats include sabotage, espionage, cyber attacks and targeted influence campaigns aimed at shaping decisions and spreading misinformation and propaganda. The Office for the Protection of the Constitution remains constantly alert to both longstanding and evolving dangers. The agency was founded on November 7, 1950, partly in response to Cold War espionage and military competition. Historical fear of Gestapo abuses shaped early public resistance and led to strict limits on the agency's powers.
