After the Oct. 7, 2023 Hamas attacks and Israel's response, many college presidents and universities adopted institutional neutrality and largely refrained from commenting on current events. Presidents who did comment faced sharp criticism for failing either to condemn Hamas or to acknowledge Palestinian civilian suffering, prompting apologies and more restraint. The killing of conservative activist Charlie Kirk at Utah Valley University prompted renewed statements condemning political violence and prompted some leaders to argue for exceptions to neutrality. The University of Wyoming, which had adopted neutrality, publicly expressed outrage, held a moment of silence, and reaffirmed commitments to free expression.
